This document describes the prototype Collaborative Repository and Exchange for Adaptable Training Environments (CREATE) framework. The CREATE prototype was developed to demonstrate how the US Army could use semantic technology to improve searches for training material. CREATE provides a semantic repository that instructors can use to develop and tailor specific lesson plans, and learners can use to find training material that is the most relevant to the learning task at hand. In addition to providing semantic content search, CREATE’s semantic technology enables users to search for training material with specific pedagogical properties, which is critical for educational applications and which cannot be done easily with keyword search.
